He certainly spoke in that special language when he took over as Crystal Palace manager in June.
He said then it is "a time to rebuild", but "it would not be easy" to win promotion the supporters crave and he would not be "chasing the rainbow" in terms of transfer targets.
Which, given a little hindsight, can be translated as "we have no players", "we have no chance of going up" and "we have no money". Because now, just before Christmas with Palace two points off the bottom of the table, we can see what Burley was talking about.
He is desperate for attacking power. James Vaughan, who began his three month spell at Selhurst Park with a hat-trick, has gone back to Everton. Darren Ambrose is injured (again) and Burley has been left to ponder recalling Calvin Andrew, who is on loan at Millwall doing what made the manager send him out in the first place: not scoring.
Burley said after the 0-0 draw against Hull on December 12 that he would go cap in hand to the owners for money to bring in a striker, either on loan or permanently - or ask Millwall manager Kenny Jackett if they could please have Andrew back.
