The American defeated France's Bartoli, who knocked her out in the fourth round at SW19 this year, 7-5 6-1 in the final of the Bank of the West Classic in Stanford.
Williams, who was out of action for a year through illness and injury and playing only her third tournament, has now climbed from 169 to 79 in the world rankings after tasting success for the first time since winning Wimbledon in 2010.
She was broken twice in the first set yet and Bartoli even had the chance to serve for the set at 5-4, only for the American to reel off the next eight straight games to leave her a set and 5-0 up.
Bartoli saved herself from further humiliation by at least getting a game on the board but Williams wrapped up the match and title in the following game, winning in one hour and 22 minutes.
The 29-year-old will use an injury-protected ranking to enter the main draw the forthcoming US Open, which starts on August 29, and on this form will be regarded among the favourites.
